DESCRIPTION:On “Good Friday\,” April 15\, 2022\, our colleagues at the Ecumenical Peace Institute are planning a virtual service and annual nuclear weapons protest. This year\, the event will be virtual\, with a few of the speakers recorded live at the Livermore Lab. The event will call for an end to the development of new nuclear weapons at the Lab. \nAll people of faith or good will are invited to join on-line. The event will include readings and speakers from a variety of the world’s spiritual traditions. \nThe Good Friday service and protest will open with music at 7:45 am. The program begins at 8 am with the Rev. Allison Tanner\, who will be streamed from outside the Livermore Nuclear Weapons Lab. She will speak on the theme: “This Tax Day\, What Does the Lord Require of Us?” \nMarylia Kelley\, executive director at the Livermore-based Tri-Valley CAREs\, will also speak from the gates of the Lab. She will offer an update on the Livermore’s nuclear weapons work with a focus on the new warheads the Lab is currently developing. \nAdditionally\, Janet Cordes Gibson will do the welcome. Isabella Zizi will offer a First Nation honoring of the land and the ancestors. Farha Andrabi Navaid will share the Good Friday invocation. Wynd Kaufmyn and Rev. Max Lynn will conduct the call and response reading\, and Carl Anderson will offer thoughts on nonviolence and the war in Ukraine. \nBetsy Rose will provide music\, with additional selections from Daniel Zwickel and the Rev. SUMMARY:Your Comments Needed on Livermore Lab Hazardous Waste Permit: “Sign & Send” Letter You Can Use
DESCRIPTION:Livermore Lab handles\, stores and “treats” hazardous and significant quantities of mixed radioactive waste (which means it’s radioactive stuff and hazardous stuff mixed together) in various buildings around the Livermore Main Site. \nLivermore Lab stored the leaking drums in the photo on broken pallets\, sitting on asphalt in violation of the law\, years ago. They remind us today of the importance of stringent environmental regulation – and of public involvement in the process. \nThe State of California’s Department of Toxic Substances (DTSC) regulates these wastes. When the DTSC hazardous waste permit for Livermore Lab was issued in 2016\, Tri-Valley CAREs and the community made comments – and Tri-Valley CAREs then filed an appeal seeking a more robust\, detailed and stringent permit. Our appeal succeeded on several of its points. \nThe revised LLNL hazardous waste permit has now been issued by DTSC in draft form. The public comment period on the draft revised permit is open until Friday\, February 4\, 2022. \nTri-Valley CAREs believes that there still significant questions and issues with the proposed permit. \nNOW IS THE TIME TO COMMENT. Immediately below\, please find a sample “sign and send” comment letter to DTSC. You can use it as your comment – or add to it or change it in any way you like to reflect your input. \nYOUR VOICE MATTERS. This is an opportunity to stop an accident before it happens. \nInstructions: To send the letter via email\, first select and copy the text and click the email link to Elena Espada at the top of the letter. Don’t forget to add your name and contact info at the bottom before hitting “send.” If you prefer postal mail\, print out the PDF and hand sign it. \n\n\nACTION: Sign and Send This Letter\n  \nTo: Elena Espada\, CA Department of Toxic Substances Control\, Project Manager\, 700 Heinz Avenue\, Berkeley\, CA 94710 or via email to Elena.Espada@DTSC.ca.gov \nRe: My Comments on DTSC’s Draft Revised Hazardous Waste Facility Permit for Lawrence Livermore National Laboratory (LLNL) \n– The revised permit is said to include the following general conditions: “DTSC’s authority to revoke or suspend the permit or suspend the facility operation for cause; a limitation of liability clause for the State of California/ DTSC; and a severability clause.” It would be useful for the public to understand the DTSC’s interpretation of what might constitute “cause.” Is this general condition the same for all DTSC regulated facilities\, or is this condition different for LLNL? \n    – The permit allows LLNL to store 913\,270 gallons of hazardous waste. However\, it was stated that this cap does not include the waste stored in 90-day waste accumulation areas. Why not? I request that DTSC include the hazardous waste stored in the 90-day waste accumulation areas in the total cap. \n    – Why are the 90-day hazardous waste accumulation areas not included in the DTSC’s authority when they contain hazardous waste that should be regulated? Can the DTSC explain to the public in the permit the regulations that will govern the waste as it sits in these “waste parking lots” for 90 days to ensure that the public is safe? \n    – At what point are the hazardous wastes accumulated in the waste accumulation areas reported to DTSC? How does DTSC plan to ensure compliance? \n    – The permit notes that there are nine “closure units” in the LLNL areas 612 and 614 that the Lab will transform into new “90-day Waste Generator Accumulation Units.” Will these nine new waste accumulation areas be added to existing waste accumulation units\, or are some of the existing 90-day waste generation units being closed? How many waste accumulation units will there be at LLNL? \n    – Page 6 of the “Health Risk Assessment” (HRA) supplement (created by LLNL) states that the “Macroencapsulation Unit” has no emission\, since the treatment operations consist of sealing a container of waste either by welding a polyethylene lid to the body of a container.” What about welding fumes from melting the lid? \n    – The Health Risk Assessment air analysis did not use the new housing (constructed in the last 5 years) located on Flurry Drive near Vasco Rd. and Brisa St. as a specific point to analyze health impacts. Can DTSC explain why? As high density housing moves closer and closer to the Northern boundary of LLNL (and closer to the Hazardous Waste Treatment Facility) over the next decade\, will the DTSC review the air impact analysis to take into account these newly affected populations? \n    – According to the Health Risk Assessment\, “To determine risk in this Supplemental Analysis\, rather than using the SCREEN3 air quality dispersion model\, LLNL used the U.S. EPA preferred air dispersion model\, AERMOD\, based on site-specific terrain and land-cover data\, and three years of on-site meteorological data. Consequently\, from the AERMOD model results\, LLNL found much lower concentration numbers for both on- and off-site receptors\, compared to concentrations found in 2010 using the SCREEN3 estimating tool.” Page 7 of HRA. Why not include that data from both models? It is now comparing apples and oranges. It is acknowledged that if the SCREEN3 estimating tool was utilized using the data from the current estimated emissions\, the results would have been higher than in 2010\, but we do not know how much higher. \n    – The Health Risk Assessment acknowledged that LLNL’s waste treatment facilities will deal with at least 176 “new or rare chemicals” that have “little to no research regarding toxicity that is available to the public.” It goes on to acknowledge that some of these chemicals “interact with the carbon filter differently than others\, giving the possibility of a higher percent released.” The HRA then summarily concludes that any health risk posed by these novel chemicals should fall within the “conservative” analysis provided by the Lab in regards to known chemicals of concern (COC). This approach is presumptive and dangerous and I request that the DTSC require the Lab to do the research necessary to understand the health impacts of every one of these “new and rare” COC’s to the extent necessary to analyze the impact of Hazardous Waste Treatment Facility (HWTF) operations with these chemicals\, rather than rely on extrapolation. Any COC that does has not been studies enough to analyze its particular health impacts should not be treated at the LLNL Hazardous Waste Treatment Facility. \n    – The Health Risk Assessment states that\, “LLNL did not examine possible synergistic chemical effects in estimating risk\, because very limited information is available for that analysis.” If the synergistic chemical effects are unknown then the COC’s should not be comingled and should not be treated together. Additionally\, the DTSC should require LLNL to conduct studies of the synergistic health effects that the COC’s it utilizes in its work may cause before providing a permit to treat those COC’s that may comingle in the environment upon release from LLNL’s Hazardous Waste Treatment Facility stacks. \n    – More detail as to the health impacts of an accident or intentional act at the DWTF would be useful to the public. Especially analysis that included the impact that could result from dispersal of the 176 novel and rare COC’s and the potential for synergistic effects that compound the health impacts. \nIn conclusion\, I appreciate the opportunity to comment on the LLNL hazardous waste permit. I note that LLNL is a federal Superfund site with a history of leaks\, spills and accidents with hazardous materials. SUMMARY:MLK Day January 17\, 2022: Remembering King’s Opposition to Nuclear Weapons

Dr. Martin Luther King\, Jr. is remembered as a civil rights icon\, recalled for his stirring words at the Lincoln Memorial in 1963 when he declared “I have a dream!” \nBeyond that\, for lots of people\, things get blurry. When an MLK parade is led by the local high school ROTC honor guard\, equipped with guns\, in full military regalia\, one wonders what the apostle of nonviolence who decried war in all forms\, might have said about that. \nNo need to guess\, though\, about what King would have said about the Treaty on the Prohibition of Nuclear Weapons\, and we might suspect he would not have been displeased that the anniversary of the Treaty’s entry into force falls just a week after his January 15th birthday\, on January 22. \nHere are just a few of the things King said about nuclear weapons back in the day. \nIn the last Sunday sermon he preached\, days before his assassination\, King said: \n“It is no longer a choice\, my friends\, between violence or nonviolence. It is either nonviolence or nonexistence\, and the alternative to disarmament\, the alternative to a greater suspension of nuclear tests\, the alternative to strengthening the United Nations and thereby disarming the whole world may well be a civilization plunged into the abyss of annihilation\, and our earthly habitat would be transformed into an inferno that even the mind of Dante could not imagine.” \nKing was not a latecomer to the discussion about nuclear weapons. In the early days of his public ministry\, in 1957\, he said: \n“The development and use of nuclear weapons should be banned. It cannot be disputed that a full-scale nuclear war would be utterly catastrophic. Hundreds and millions of people would be killed outright by the blast and heat\, and by the ionizing radiation produced at the instant of the explosion . . . Even countries not directly hit by bombs would suffer through global fall-outs. All of this leads me to say that the principal objective of all nations must be the total abolition of war. War must be finally eliminated or the whole of mankind will be plunged into the abyss of annihilation.” \nIt is worth noting that King’s objections to nuclear weapons were not superficial; he understood the devastating effects of the bombs and the reality that the effects of nuclear war would not be limited to the combatants; they would be global. In that sense\, he was decades ahead of his time—scientists now know that even a limited nuclear exchange would trigger a nuclear winter that would cause a global famine. \nKing also called for his religious colleagues to join him in his denunciation of nuclear weapons. “I am convinced that the church cannot remain silent while mankind (sic) faces the threat of being plunged into the abyss of nuclear annihilation\,” he wrote in 1963 in the Christian Century. “If the church is true to its mission\, it must call for an end to the arms race.” \nUnfortunately\, King’s statements about nuclear weapons could be delivered today with equal cogency and even more urgency. Now\, nine nations possess nuclear weapons\, and they are deployed on hair-trigger alert around the globe. Military experts like former U.S. Secretary of Defense William Perry and analysts at the Bulletin of the Atomic Scientists agree that the threat of nuclear devastation is greater now than at any time in our history. \nIf you want an MLK sound-bite on nuclear weapons\, here’s what he said about nuclear war in an article in Liberation magazine\, 1959: “I have unequivocally declared my hatred for this most colossal of all evils.” \n \nCLICK HERE TO VIEW ALL POSTS >
