DESCRIPTION:Tri-Valley CAREs received word today from the National Nuclear Security Administration regarding our organization’s request for a 30-day extension of the public comment period for the Livermore Lab Site-Wide Environmental Impact Statement (SWEIS). \nThe NNSA response stated the agency is taking our request “under consideration of course and will communicate once we have made a decision that is consistent with agency policy.” \nHERE IS WHERE YOU COME IN\nYour request for an extension\, whether sent by email or asked in person at the public hearings (or both)\, could be a deciding factor in whether the NNSA follows through and grants the extension. \nHere is key background information and a copy of Tri-Valley CAREs’ letter\, in case you would like to pull out any of its text or simply refer to it. \nBackground: The Site-Wide Environmental Impact Statement for Continued Operation of the Lawrence Livermore National Laboratory (DOE/EIS-0547) is extremely important – it will determine the limits for the environmental impacts the Lab will be allowed to generate for the next 15-years. \nTherefore\, this is a once in a generation opportunity for the public to peek into the Livermore Lab’s planned programs and comment on their potential health and environmental effects. In the past\, public comments have led to cancellation of some of the Lab’s most dangerous schemes. \nThe SWEIS is being done by NNSA pursuant to the National Environmental Policy Act (NEPA)\, and\, under the law\, the agency must respond in the final document to all comments it receives. \nTri-Valley CAREs’ Letter: Our letter requesting a 30-day extension of the public comment period highlights four reasons justifying the extension. \nFirst\, we point out that the Draft SWEIS contains 3 volumes totaling 1\,408 pages. While the content is crucially important\, it’s often technical in nature and is not a quick read! \nSecond\, the Draft SWEIS public comment period is completely bound by the holidays. It was released in November at the beginning of the holiday period and its end date is immediately following the holiday period (January 3). A 30-day extension would move the end date to February 2. \nThird\, the Draft SWEIS is not truly accessible through the agency’s main NEPA site and those members of the public who don’t have an internal link to the document in essence can’t find it on the agency’s website using common search engines. Despite a change to the agency’s webpage recently\, this remained true as recently as December 2\, the last time we checked. \nThe first three reasons affect all members of the public; the fourth is specific to Tri-Valley CAREs. The NNSA has lagged on responding to our Freedom of Information Act requests (8 of them to be exact). Here is one item for which Tri-Valley CAREs is asking your assistance. We sent NNSA a formal letter that requested a 30-day extension of the public comment period for the Livermore Lab SWEIS. \nRight now\, the public comment period is taking place entirely within the holiday season\, with all public comments due on January 3. The Livermore Lab Draft SWEIS consists of 3-volumes with 1\,408 pages! \nAs we noted in our letter\, this is the time of year in which major religion and culture has its most important holidays. Many of us have long-planned travel\, vacation time\, and family obligations. \nA 30-day extension to February 2 is essential to allow the public time to review the Draft SWEIS and formulate comments. \nTonight\, we ask you to reiterate the need for a 30-day extension in your own words. It can be a short as a single sentence\, or it can be longer. The “ask” is the important thing. \nNote: NNSA has responded verbally that the agency is considering granting a 2-week extension rather than 30-days. This is what NNSA stated in its presentation at the two in-person SWEIS hearings in Livermore and Tracy. We expect NNSA to repeat that tonight at the Zoom hearing. We ask folks to request the full 30-days until February 2. It’s a huge document and a tough read during the holidays! \nThe SWEIS Process and Links for You\nThe hearing is part of its public participation process under the National Environmental Policy Act for the SWEIS\, which is intended to analyze the potential environmental impacts of continued operations and proposed projects at both the Livermore Lab Main Site and its Site 300 high explosives testing range over the next 15 years. \nLivermore Lab is one of two locations that develop every nuclear warhead and bomb in the U.S. stockpile. More than 88% of its Department of Energy budget this year is for one single budget line\, “Nuclear Weapons Activities.” \nLivermore Lab is developing several new warheads and variants: \n\nThe W87-1 is a wholly new warhead currently being designed at Livermore Lab to sit atop a new ICBM that the Pentagon is developing\, called the Sentinel missile. The W87-1 will require new plutonium bomb cores (pits) and is a major driver for NNSA’s plan to expand plutonium pit production.\n\n\nThe W80-4 is a new warhead being designed at Livermore Lab for the new Long Range Stand-Off Weapon. This warhead will sit atop a new air-launched cruise missile.\n\n• The W80-4Modification will be a special variant of the new W80-4\, this one designed for a new Sea-Launched Cruise Missile\, which the Biden Administration has said should be canceled (but is moving forward with funds recently approved by Congress). \nThe Draft SWEIS covers a dizzying array of existing and proposed programs and actions at the Lab. For example\, the document describes 61 proposed projects\, totaling approximately 2.9 million square feet\, at the Livermore Lab Main Site; and 14 proposed projects\, totaling approximately 385\,000 square feet\, at Livermore Lab Site 300. \nThe Draft SWEIS details proposed operational changes that would increase the tritium emissions limits in the National Ignition Facility (Building 581) and the Tritium Facility (Building 331) and increase the administrative limits for plutonium-239 at Building 235\, among other changes with huge significance for both U.S. nuclear weapons policy and environmental pollution for our fenceline communities. \nTo review the Draft SWEIS documents – Click here. \nTri-Valley CAREs has prepared an essay on international law and disarmament plus specific “Talking Points” on the Draft SWEIS\, based on the sections we have read (with page numbers included). And\, we celebrate his holiday on the third Monday of January each year. \nEqually important\, we strive to carry on his work every day. Dr. King was thoughtful\, powerful\, and prescient prescient on many important issues\, most prominently racism\, militarism and poverty. Too\, Dr. King understood them to be integrally related. \nFew King celebrations delve into his critique of U.S. militarism and\, in particular\, his principled opposition to nuclear weapons. So\, on this\, his special day\, we offer for your reflection\, two of Dr. King’s thoughts on nuclear disarmament. \nIn the last Sunday sermon he preached\, days before his assassination in 1968\, King said: \n“It is no longer a choice\, my friends\, between violence or nonviolence. It is either nonviolence or nonexistence\, and the alternative to disarmament\, the alternative to a greater suspension of nuclear tests\, the alternative to strengthening the United Nations and thereby disarming the whole world may well be a civilization plunged into the abyss of annihilation\, and our earthly habitat would be transformed into an inferno that even the mind of Dante could not imagine.” \nAs early as 1957\, King spoke of banning the bomb: \n“The development and use of nuclear weapons should be banned. It cannot be disputed that a full-scale nuclear war would be utterly catastrophic. Hundreds and millions of people would be killed outright by the blast and heat\, and by the ionizing radiation produced at the instant of the explosion . . . Even countries not directly hit by bombs would suffer through global fall-outs. All of this leads me to say that the principal objective of all nations must be the total abolition of war. DESCRIPTION:January 22\, 2023 marks the second anniversary of the entry into force of the Treaty on the Prohibition of Nuclear Weapons. Notably\, 68 counties have ratified the Treaty so far. \nIf you are counting\, and we are\, 9 new countries have ratified TPNW since this time last year. Moreover\, a total of 91 countries have signed the TPNW to date – so expect more countries to ratify and become part of the TPNW regime in the coming year. \nThe Treaty’s rising membership reflects a growing consensus among most of the world’s countries that the extreme threat nuclear weapons pose to all humanity is intolerable. \nWe agree\, and we say: It’s time the U.S. gets on the right side of history (and morality) and joins the TPNW. \nThis is where you come in! \nIn Livermore\, we will celebrate the 2nd anniversary of the TPNW’s entry into force on Friday\, January 20 from 9 AM to 10 AM at the Livermore Lab West Gate. \nWe have lots of 8-foot banners to hold in the lawn area in front of the nuclear weapons lab where workers and others can read the positive messages. \nCan you hold one of them to support the TPNW and the abolition of nuclear weapons? Would you like to bring celebratory noisemakers? How about a camera to take pics for social media? \nYou are also invited to participate in a public reading of select provisions of the TPNW. And\, perhaps\, singing may break out at the end of the short program. \nIf you would like to bring a guitar or other musical instrument please do\, but check the weather. DESCRIPTION:The annual Good Friday Interfaith Witness at the Livermore Lab will be a hybrid event this year. \nYou are invited to join the Ecumenical Peace Institute\, Livermore Conversion Project\, and Tri-Valley CAREs at the Livermore Lab West Gate\, at the corner of Vasco and Westgate Drive in Livermore\, CA – or join remotely using the Zoom link below. \nThe event will begin\, in person and on Zoom\, at 7:45 am on Good Friday\, April 7\, 2023. \nThere will be symbolic Street Theatre. A rich liturgical program including an invocation\, contemplation of war\, call and response\, and liturgical dance will be offered. Several musicians will round out the program. \nThe Rev. Dr. Dorsey Blake will offer a keynote address on Dr. Martin Luther King\, Jr.’s theme\, “Where Do We Go From Here: Chaos or Community?” \nMarylia Kelley will speak on Livermore Lab’s nuclear weapons programs. Isabella Zizi will honor the ancestors and the land. DESCRIPTION:Tracy will be holding an Earth Day Celebration on Saturday\, April 29\, 2023\, from 9:00 a.m. to 3:00 p.m. next to Farmers Market on 9th Street and Central Ave\, downtown Tracy. \nWe invite you to come to Tracy’s Earth Day event for some family fun. Together\, we will celebrate our planet’s special day with community activities\, entertainment and information encompassing the theme “The power of the Bike”. Many of us ride bikes for health and happiness\, but as Earth Day approaches it is helpful to remind ourselves that bicycles can play a pivotal role in one of society’s greatest climate challenges. \nThe Tri-Valley CAREs site will address local nuclear pollution and the imperative to eliminate these weapons globally. \nOur nonprofit maintains a focus on the Livermore Lab’s Site 300 high explosives testing range\, located on Corral Hollow Road near Tracy’s western boundary. Site 300 conducts tests that support the Lab’s nuclear weapons programs. Some tests are conducted in a large contained firing facility while others\, including those too large to be set off indoors\, are detonated outdoors on open-air gravel “firing tables.” \nThese tests have not only polluted the air\, but they have also left large deposits of radioactive and toxic debris spattered around much of the 13-square mile site. Site 300 is on the EPA “Superfund” list of the most contaminated locations in the country. \nTri-Valley CAREs works to ensure that the cleanup is comprehensive and that the community’s voices are heard in the process. Our work achieved success recently when we received word that a Livermore Lab plan to detonate even larger bomb blasts at Site 300 has been shelved. \nThe earth is our home\, and we must take care of it.
